I signed my parents up for the Visible $5 off a month for 5 years plan and they aren't receiving the credit and being charged $35. What do I do to help them get it?

My son has a 2007 Toyota Corolla where the driver side will unlock with key, but has trouble locking. He has to use the inside door locking buttons to lock and several times has locked himself out of the car. No key fob. is this a lock issue or an actuator issue? Anything I can do to test or fix myself?
