Europe Won’t Run Out of Jet Fuel, Ryanair CEO Says

I just noticed my new trim (over new hardwood) was glued to the hardwood - however the baseboard pulled up and separated over the winter, either ripping the hardwood or leaving this “gunk”
In the crank making it look permanently dirty.
Why would a trim installer do this? It seems to be very 3-4 feet (not continuous). I’ve never heard of anyone doing this, and can’t think of a single reason.
Any way I can fix this? It looks like the edges of my rooms are permanently dirty.
