Why certain notes dont work over a chord?

Why doesnt it work when i play neither D note nor Eb note over when there is a Eb chord (it should be Eb not D# right? ) https://tabs.ultimate-guitar.com/tab/tom-odell/the-end-chords-5078149
The root note should be part of the chord for sure right? It sounds funky though. According to my estimations all chords fit Gminor scale.

When im playing the shapes of the tab with the capo it seems like im playing - Bm C E D as chord progression, right? However this is with the capo while on the chords version I dont see the same chords although they are again with the capo. Can someone explain like im 5. Thanks

Is this song considered diatonic if it's in a mode? What would be our approach to analyze it? Seems like it might be in C# Phrygian mode as after playing it all the notes fit. Is that right? Also just by looking at the chords what should be my thought process before knowing it's in a mode- I see C#m which is probably my key, after that I will see that there is C# - is it correct to think that maybe C# is borrowed? Am i somehow able to conclude that it might be in a mode just cause of all the combinations of chords?
