Do you think I need to change the radiator fan assembly? How urgent it is? It's vibrating i think and not at full speed.

Almost a month ago i purchased a second hand Etios liva G from Spinny, that cost me around 2.7 Lakhs. It's a 2014 variant which was ran for 79.9K kms. I would love if this sub can give me suggestions and feedback for the car.
I'm currently getting mileage of around 12kmpl from mostly city driving. I feel less power while going uphill and mostly have to take first gear. Is it the driving style or the car issue?
