Zurich and bicycles - who and why?

Can anyone explain the situation?

Why the push for more bikes when people don't clearly want them?

As a foreigner I find Zurich extremely walkable and cyclable. To the point I think no dedicated lanes are needed.

But I find a small group of people is really trying to make Zurich car free. In a city where, even with great public transport, people prefer to drive. Car parks always full and bike lanes always empty.

I think I even see more e-scooters being used than bikes.

So why this push? The majority of people ask it or it's just the people in power decided to do so?
