Help! Why can't I drag an image below my timeline?

So I am trying to teach myself Capcut and am working on a video short. I realized my main video edits were in a layer above the actual timeline, so I moved them down. But now Capcut is refusing to let me drag the background image I need (anime classroom in the example above) below my timeline. It's super frustrating, sound files can live "below" the main timeline but not an image? Can anyone help me figure out what I'm doing wrong?

This is on Capcut for Mac.

What frustrates you most about Sony headphones?

For me it's how horrible connecting through the phone app is. We get it, apps are cool, but requiring us to use a phone app means we can't easily connect to our many devices. I have two gaming PCs, a work Mac laptop, a work Mac desktop, an Apple TV and an iPad, but because of this poor design, I can only connect my iPad and my gaming PC, or my phone and my Mac. Not any device I want, with the press of a button on the headphones (which is why I'm a Bose QuietComfort Ultra user except for work).

And of course, there's the addiitional fact that it takes multiple attempts to get the phones to connect to a new device. 0/10, Sony, would not recommend.
