Any geniuses on here who have come up with an alternative to tomato sauce? Man, I miss pizza.

I was walking my dog and noticed two dogs locked in one kennel inside a truck on Ariel crescent in HL. Do I call the after hours animal protection police line or what would justify someone to do this? I noticed them at 2pm. Was thinking of driving by at 3 and seeing if they're still in there, if they are I will call it in.
