A Naperville church owns apartments in Chicago?

This was FOIA'd by a Charity Watchdog group in Illinois - where the church is mentioned as both a referral partner, a paid life skills partner ($2,000/monthly), AND a landlord.

Has anyone else heard of anything like this before? The $2k/month is for the "quarterly life skills" and would be in addition to whatever money they get as a landlord from this. This is technically using federal taxpayer dollars....is this normal for a church? It seems so far away from Chicago to sound legit, but maybe I'm being too skeptical?

FOIA request I made "requires the requisition number" of the grant in question. But I know there isnt a requisition number because the government entity made Untied Way the administrator of the grant. I described the grant very clearly, including using the press release the government made announcing the recipients in the first place! United Way hasnt made any statements about the grant.

Is this just a ruse in the hopes I go away? If United Way is acting as the administrator of the grant on behalf of the government, it seems very sketchy that they'd use a third-party administrator to avoid FOIA altogether.
