Helium Charge for Multipacks

Just wondering, does anyone have a concrete answer for how we're supposed to charge for multipacks of latex balloons? I know that the helium cost is now included in the cost of the foil balloons, and the individual latex now have helium cost baked in, but I keep getting different answers from different people about how to charge for latex multipacks. Guidance would be appreciated.
