In Star Wars, there are many various vehicles, that mostly does not touch ground. one of those are speeders and speeder bikes, which seems to use repursor technology to fly.

But some are portrayed as floating less than meter above ground, while others can float tens or even hundreds of meters above any solid object (on Coruscant scenes for example)

Are the two same technology, where everyone just decided to stay near ground unless you are in Coruscant?

Or can any repursocraft do both, but it dunno, takes more fuel the higher you are?
