Looking to do homemade sushi. Where are the best local places to find supplies and ingredients?

Seeking guidance as I’ve never rolled anything over before. Have a military Thrift Savings Plan (TSP) that I want to roll over to one of my Fidelity accounts. Spoke to a rep some time ago and was told that the TSP could roll over to my company 401(k). Received the check from Fidelity and was told by multiple reps that nobody could help me with a rollover, and to contact the Investment Solutions team. Am I saying something wrong on the phone? Missing some key phrase? Can a TSP not actually roll into a 401(k)?

I’ve also read that there is a Federal withholding when rolling over with a paper check (written out to the receiving financial institution) vs. electronic transfer of the funds. Any weight to that?
