Why does PetSmart allow pitbulls to walk the store during training exercises? Is this a store wide policy or just something stupid my store does?

pitbulls are an extremely dangerous breed as evidenced by the thousands of attacks just in the US. The fact that they are allowed to walk the whole store on a long leash during their training exercises with a clueless owner with a weak grip is what puts customers and other animals at risk and drives customers away.

Contractor finished final coat and sanding but there are still some scratches, lines, blemishes. He says to apply primer first and then fix any scratches, lines, and blemishes with compound and sanding in those small spots because primer shows mistakes better. Is this true?
