What the hell is this noise?

2019 trailhawk. almost sounds like the rotor rubbing on something? it speeds up and slows down as you do. no codes, drives fine, but this noise is driving my wife nuts. lifted it up and took the wheel off but didn't notice anything that seemed out of order.

New homeowner and never tried to resurrect a dead lawn before. Any ideas where to start?

I'm in South East PA. I truly have no idea where to begin. I put down seed about two weeks ago and so far don't see any germination. About 2/3rds of the lawn is completely dead. the stuff that is alive seems to grow just fine and I'm cutting it pretty consistently with an old reel mower.

Any advice on where to begin to bring this back to half decent would be appreciated!
