Graphics flickering on gaming pc

New to pc building, got a half-built hand me down from a relative and finished assembling. Whenever I'm playing Baldur's Gate 3 or Magic the Gathering Arena, there are weird flickering issues. Character animations will flicker and bounce all over the screen in cutscenes, or in Arena cosmetics and selectable items will flicker or briefly change size. I don't know where to start on addressing it, so here's some of the systems stats if that helps.

While assisting extended family members move, I was informed they were no longer interested in any of their art supplies. Picked up a few crates of stuff and found this stash inside. I’ll pack up anyone’s household for a reward like this, haven’t found a dry marker yet.
