My daddy passed in October. Cleaning things out. Would anyone know the specifics of this?

We were in Atlanta. Had a wreck with this truck. We exchanged names but we were in a high traffic area around two accidents on 85 south. I know I know we should have called the police. We got his name. His insurance. And license plate. He is saying this wasn’t him but I know it is.

Any help is appreciated.
