Rubber flecks on the counterweight.

Hi, I noticed that there are flecks if rubber on the inside of my technics sl1700mk2 counterweight.

Is there a rubber gasket/friction surface inside the counterweight (maybe between the numbered dial and the weight itself, and if so how do you dismantle to replace it?) or is it likely to be the small piece under the brass bit on the end which looks like it's going to be a pain to get to?

SL1700mk2 after power coating

The old paint was worn and had a few scratches after about 47 years, took it apart and sent the top off to get powder coated whilst I changed all the capacitors (all that I tested were within about 20% but I guess wouldn't have survived forever).

New problem I've got it's the bias doesn't work, soon as I move it the lights jump to the end, it seems to slow down regardless of which way I turn it. It was working before I took it apart and I used deoxit when I got the turntable as it had the same symptoms, used plenty again without success.

Anyone know how to test the rheostat and whether I can do it without removal, and maybe the part number of a replacement if necessary?
