Sadly only realised after putting downlights in.
Could it be artex skimmed over? Seems to be a white substance not panted.
In the cleaner hole it’s the thin white line between the two skim layers?
UK house built in 1958. No other rooms with it as they were all textured wallpaper.
There is the original plasterboard at the top.
