Why does HR never budge higher than low/mid of salary range

Every time I get a call to be screened, HR never budges from the low/mid range of the salary range provided on the job description.

Ex: 122k-205k posted range. I get told 150-160k max

At least be open to reviewing total years/experience a candidate brings in instead of saying "this is the best we are likely able to start you with..." and if I don't agree to the low ball no. the conversation is over in their mind.

Anyone else go through this before accepting final offer? How far off were they in negotiations?
