I have neighbors who have been harassing us for years. They flip us off constantly, run over our side of the grass, and get extremely close to our garage. All the neighbors and even HOA does not like them. Cops have been called in the past and just recently have been called again. Unfortunately the officer can not do much since they are not physically hurting us or verbally threatening us. What should I do?
