Costco Liquor Store

According to CT law, Costco ( and BJ's etc) has to sell liquor to the general public, not members only. They always scan my Costco membership card, but maybe that's just to track who is buying what. Their prices on Kirkland branded products are insane, like 50% less than similar name brands, sometime even more than that. I don't remember ever seeing a non-member buying liquor. Is everyone unaware they can shop there? I'm surprised it's not more popular.
