every time I reboot my pc it stays on a gray/black screen with the mouse moving after around 5 minutes it loads my wallpaper and I can use my pc

things I try:

1.- running new task as manager of explorer.exe = nothing

2.- opening file location of a program running = open explorer but still cant run anything takes 5 min

3.-shortcut to refresh gpu drivers = nothing

4.-runing devmgmt.msc as a new task with admin privileges = nothing

5.-rolling back update even on recovery mode gives an error

I can let the computer alone for 5 minutes on lock screen and no problems shows up

will there be any update on upscaller to use Real-CUGAN or other? of course that consume hell of processing power but people is using secondary gpus anyway. or I could plug an old console like a xbox 360 and play on 4k? I know is possible cause this program NTR 3ds viewer (yeah that's the name dont ban me) did it and wasd pretty good (has to be 3.0.0 or lower newer version removed the feature)
