Computer not able to process guitar signal from Fender link I/O

Hello!

I recently got a new laptop, which is an HP OmniBook X with 32 GB of RAM. I got it for school and music production, which is what is leading to my post here.

I use different plugins (mainly Neural DSP or AmpliTube) to simulate guitar effects and then use them to make music in Reaper. I send a signal from my guitar to my computer using a Fender link I/O.

When trying to use a sim by itself without Reaper, thesound has been cutting, like popping and the input shooting down and then back up. While on Reaper, the sound just completely cuts for short bursts of time, and when recording, the bar just randomly stops then jumps forward with the bursts of silence.

To troubleshoot, I tried the same aux cable, guitar, and headphones through my Focusrite Scarlet into my desktop computer, into the same standalone plugins, and everything worked fine. Then, I listened to only the guitar input into the Fender I/O, and it wasn't cutting at all.

What should I do?? Is this computer really not strong enough to handle those things? Can I make it better? Is it something else??

I downloaded an audio file after recording in Reaper where you can hear the popping and input fluxuations, but I am not sure how to get that to you if you need to see it, as it wouldn't load when I tried to upload it. Let me know and I will do my best.

Also, just casting a wide net, I know this may be a more music production question instead of a computer quesiton, but I still appreciate anything that anyone has to say!!!

Computer input freezing because it is not strong enough?
