New to PC building, can't install OS or update BIOS; infinite boot

Got the AORUS B650 Elite AX rev 1.2 Gigabyte board, used, a little while ago, 1-2 months ago.

I cannot for the life of me get this thing to work. I bought a pre-loaded USB with Pop!OS on it, just to make sure it wasn't me fucking up the install, no dice.

I tried to load a USB with a BIOS update and I can leave this thing alone overnight and it won't take.

Nothing I'm trying is working. I'm reusing an old m.2 SSD from my old computer, haven't formatted it tho but I was just going to let the install wipe the drive, idgaf about the data on it. I have a 7600X CPU, AMD 6700xt GPU, 2x16GB Corsair DDR5. Tell me if it's me or if I ought to just bust down and buy a new motherboard.

Part 2 - Covenant units & weapon concepts

Thanks for all the kind words on the last post! As promised here's a continuation of my designs, featuring some Brutes, Elites, & Covie weaponry!

  1. Plasma Lancer (Power weapon, started with the general design of Plasma Repeater, but the idea is that it fires in bursts & tracks targets like Pulse Carbine, and deals minor knockback kinda like Concussion Rifle), Plasma Rifle, & Plasma Pistol

  2. FRG (charged fire tracks targets like Plasma Launcher, regular fire arcs like CE), Plasma Caster (it's pretty much gonna function like H5G PC), and Needler ( hipfire works like normal, scope fire works like Needle Rifle)

  3. Carbine & Beam Rifle

  4. Brute Plasma Rifle, Ripper (redesign of Mauler to work like retail spiker) & Spiker (Works like Halo 3's Ladfall trailer where it's essentially gonna be a semi-auto Super Magnum)

  5. Brute Shot (incorporates burst fire like Ravager) & Arcflash (Started with Shock Rifle but wanted it to be a single-fire Plasma weapon like the E3 2003 Brute shot)

  6. Mutilator & Skewer (works like the MacWorld explosive harpoon gun, less shoulder-fire sniper, more utility/wildcard/power weapon)

  7. Gravity Hammer

  8. Minor Elite

  9. Assault

  10. Officer

  11. Ultra

  12. Zealot

  13. Arbiter

  14. Brute Minor

  15. Major

  16. Mace (ultra)

  17. Captain (zealot)

Part 1 - some concepts I've been working on!

These designs are my attempt at condensing some of 343/HS's and Bungie's styles into a single artstyle, while still doing my own thing with it. I'm very much inspired by Rythaze's art and both CE and Reach's artstyles. The plan is to work these into usable assets in blendr and eventually use them in a mod once I get my PC up and running.
