I posted about a CLI tool I made about a week ago to do this, but I figured a web UI is more accessible for folks. It lets you convert GBA files to CIA and can generate a QR code so you can install via FBI.

EDIT:
I deployed a bug which caused some cias to be generated incorrectly which has now been fixed. If you faced this issue you can try again - after you delete the existing title. Sorry folks noticed this today after work.
