A current DOST Graduate Scholar but planning to pursue PHD abroad

Hi. I was wondering if ever anyone here had experienced or had known someone who terminated their DOST graduate scholarship to pursue a fully-funded graduate studies abroad? I am currently a 1st year PhD student in the Philippines. After months of waiting, I got accepted for a fully-funded scholarship in the UK. It's been a dream to pursue molecular studies abroad, with great machineries and experties. I am willing to pay the total refund plus the 12% interest. However, I am worried that the DOST might not approved me terminating the scholarship and leaving the country. I was also a DOST graduate scholar during my MS. I don't know what to do now, but I really look forward to pursue my doctoral studies abroad. Please share your thoughts and experiences on the proper processes. Thanks!
