Criminals guilty of petty offenses (shoplifting, misdemeanor possession, public intoxication, etc) should be allowed to opt for a quick public caning or a day in the stocks after a couple hours in jail for processing. No bail, no waiting in jail for your court date, no legal system clogged with hundreds of idiotic cases.
