Is this a Yellow jacket? NC, USA yard

I find some of these flying around every so often.
Not a lot of flowers in the backyard, no food, and I just put down pesticides to get rid of ticks the other week.
They don't make a buzzing sound, and if they do it's very quiet. It looks like they have a very vibrant orange fuzzy booty from a distance and a yellow abdomen. Black antenna.

It was hovering around my garden just chilling.
Crawled in the grass.

Didn't bother me or my dogs.

Just wondering behaviorally if this is a yellow jacket? I'm not very familiar with their aggression when they aren't guarding their nest.
Want to keep an eye out for a nest so my dogs don't step on them because the backyard is quite large.

Haven't seen a bunch fly in and out of any holes, but there are tons of little holes in the yard from grubs and other animals.

I've been out of work for almost a year and I finally found a job.

Four weeks ago, the hiring manager said he'd let me know if I was hired by the end of the week. He never got back to me and I had to follow up, which happens I guess, but it was the first realization to how disorganized he is.

Then, I had to transfer my license over so I asked him what I needed to do and he told me a,b,and c.
I did A, he needed to do B and said he would figure out how I could do C.

The process was taking a while and I'm eager to start because I really need the money. So I asked if I could help out around the office because it's just this one guy running everything and he is very disorganized and takes forever to get back to me.

He declined saying he didn't need my help.
Ok no problem.
I backed off and asked if I could start as a driver while my license was pending. He said he'd look into it.

Next week comes and I ask him about the driving situation and he says he still hasn't had a chance to talk with the owner.
...okay.

So Nothing for the rest of the week and nothing the entire week after.

It's been 4 weeks since I was told I was hired and I still haven't started and he still hasn't told me what I need to do for my license transfer.

Two days ago I message checking in, saying that I hadn't heard from him.

He says "I've been waiting to hear from you"

Now I'm completely confused.
I tried to be polite and said, aren't I waiting on you to figure out what I need for my license transfer and if I can start as a driver?
He said that he's still waiting to figure out about my driving status, but he already told me what I need for my license. (He didn't. Literally two text message above he says "I'll look into it because it used to be this way but now there are different options")

UG.
So I started to do the process of transferring my license myself because he clearly isn't going to help. He was giving me the wrong information, saying I needed CEU's which would have cost me around $200. This is also why I wanted to wait for confirmation because I really didn't want to pay for classes if it wasn't needed.

I also feel like I'm normally a go getter when I'm at work, but in this situation it really seemed appropriate that he provide me with the appropriate steps because I have no idea what I'm doing and he said he's hired people from out of state before and it "wouldn't be an issue" and he'd "help in anyway (he) could"
Am I crazy on thinking this way?

Already off to a bad start and I haven't even started yet.

Should I have been more proactive and started the license transfer on my own?

I've been looking for another job but no bites.
What do I do? Just keep pushing through and hope I got through the worst of it, or is this a red flag and I'm going to continue wasting my time?

I thought about contacting the owner and let her know whats going on. She lives out of state so shes trusting this guy to run this branch for her.
If I do involve her, I feel like I'm going to screw myself by making things more awkward with him if I move forward with this position.

I hate this.
