Logistic circuit that matches output of one item to another regardless of overflow or underflow
I made a thing that matches throughput of item 1 (red matrices in the vid) to the throughput of item 2 (blue matrices) regardless of overflow or underflow of item 2. More specifically, throughput of item 1 does not exceed throughput of item 2.
This can be used for example to supply fuel or graviton lens only when universe matrices are consumed. This way, if you pause research or matrices stop being produced, you will not waste resources on extra power.

The key idea behind this is to use splitter's ability to entangle together 2 different items, and then another splitter to disentangle them.
So, if we entangle items 1 & 2 and item 2 overflows, item 1 will no longer pass. If there's not enough of item 2, we can substitute it with a placeholder item. If we then entangle 2 different placeholder items and make placeholder 2 take priority over item 1, the resulting logistic circuit will handle both underflow and overflow.
