Is it common for a shopper to steal?

My wife ordered $40 worth of groceries. The shopper delivered the stuff, but the online receipt was for $95. There was over $50 of items added to cart that my wife didn't originally purchase. I'm floored that someone would do something so blatant. Doubling the order and not expecting anyone to notice is just crazy.

There was a buy one get one deal on some chicken, and we only got one pack. There could be a reason for this, but all the other extra items we got charged for make me think otherwise.

Is this common? Do any of these people face any legal consequences? I'm thinking not. This is clearly documented in the receipt by the shopper herself.
