Please help me figure out what’s going on with my facial hair!

I am at my wit’s end with my facial hair. The rest of my skin is perfect, not a single blemish anywhere on my face. The area where my facial hair grows, though, has been an issue lately that I cannot figure out. The pore/hair follicles often get clogged and inflamed. Additionally, the hairs keep getting coated in this clear like substance. Sometimes it will poke out in the exact shape of a hair. I thought at first it may be dry skin, but it’s actually very tough to remove it from my face/the hair. Granular exfoliation scrubs won’t even do it, if i manually scratch at it it won’t come off, I have to pull it off.

Is this sebum that’s coating the hair and crystallizing? Do I need to use a beard oil, even when shaving? I’ve tried many things and am at my wit’s end.

I’m currently using a salicylic acid cleanser, following by a salicylic acid toner + tend skin then moisturizer in the morning. Some nights I will use glycolic acid toner.

Am I using too much salicylic acid by pairing both the cleanser and toner?

When I shave my hair completely off, my skin is great. It doesn’t seem to be an issue until the hair starts growing back in.
