Characters, I wanna know how to properly write characters, not just main and side characters, the politicians and generals as well

This is for my TFR X Gate fanfic, where two gates open, one in the original series in Ginza, and the other in the waters of Osaka in a Neoliberal Earth. PDTO, UoA, and EU are running the place whilst China and Russia are having a civil war.

Also, what's the best and most sane leaders for Japan and the main PDTO line up? Like Australia, the ROC, the ROK, India, and so on.

I'm gonna draft my first chapter and I need ideas for an opening, do I go straight to the action or slow it down a bit?

For context, my fanfic is about the original Gate series in the 2010s meeting the victorious PDTO of the early 2040s in Falmart. The 2010s Japan still has a Gate in Ginza, whilst the 2040s Japan has a Gate in the waters of Osaka.

The Pacific Defense Treaty Organization (PDTO) is an alliance created by Japan, Taiwan, and Australia from the modern-day HOI4 mod, The Fire Rises, to defend itself against China and her allies after the US fell to civil war.

Also, I'm thinking of adding the Hakone incident, but changing it a bit more, because while the 2010s Japan in the original series will primarily act the same, I still wanna make adjustments and want to know what adjustment I should do.
