Is there any chance it will recover to the point of being a language a significant number of the population can speak like Welsh is currently? Maybe even a fully bilingual society the way that the Netherlands is?

It’s just so sad such a beautiful, ancient language is dying, especially because it lasted as the primary language until barely over a century ago.
