High water bill.

I received my water bill last week and it was around $600 for 2 months, I live in a townhome with my 5 year old during this time. As per bill I used 163 m3. My bill has never been higher than 44 m3 in 12 years I have been at this house, last bill was 10 m3. I got new water meter installed on January 19th and since then its showing consistent high usage, Halton region says you had a leakage whch started after 19th Jan and got fixed on 30th March. Which is starange as I what I know I had no leakage and if there was one I would have noticed as per the usage I am using 15-20 litres of water every hour. When I checked the reading of my old meter it was 2 m3 in 7 days from last reading to when they installed new so I dont buy the leakage started as soon as they installed new meter. Only solution I have got from Halton region is payment plan and meter testing which will be another 700-800 bucks.

Anyone had this issue with new meter?
