Handicap Accessible Snorkeling, BioBay and Sight Seeing in Puerto Rico for my 78 year old Mom

Hi All! I'm taking my mom and her friend on a trip to Puerto Rico. My mom is a great swimmer, but has never snorkeled. She'll do great with the snorkeling and that's what she wants to do the most. The challenge is she has a neuromuscular disease that has impacted her feet badly, she has horrible balance and muscle atrophy (arms and legs). She can walk, but uses a walker and walking is very hard or nearly impossible for her on uneven ground, rocks, etc. I'm going to rent one of those beach wheel chairs... my questions are:

  1. where can I take her snorkeling accessible by the beach wheel chair?

  2. I want to take her to La Parguera for the Biobay tour, but which tour operator will help her the most with getting in and out of the boat?

  3. Any other wheel chair accessible locations you recommend for high impact sight seeing?
