Is it more than just hands free highway driving? How much does it cost?

Hi all, I have come to understand that apple does not download photos from the cloud if the phone does not have enough space to hold all the photos and videos. Unfortunately they dont put thumbnails of pictures that didn't make the cut and I freaked out about missing pictures on my phone. I had to go to my icloud account on the web to find them. Anyway, if the total space required for all the photos is less than a 1T iPhone, will all the pictures be downloaded? The idea is that the photos are the only items synching to the phone. Nothing else. No apps other than the default ones.

He says that the text shadows when scrolling gives him a headache. What setting would minimize this? I really like it and don't want to return it. If there is a fix and he still doesn't want it I may take it for myself.
