non-main/side cast refers to cast members whom the protagonist doesn't interact with much in conversation, or at all, and who exist actively in the background. They may or may not appear onscreen.

basically, which verse would narratively have more overall smart people (excluding the main narrative)?

my opinion :

Monster & Death Note have smarter non-main casts; they have detectives and politicians in their storylines. tho I am aware most background detectives are bums in the actual storyline, to deal with them the MC would still need to put some effort.

tg & cote have more "defective" non-main casts.

Yeah, they may include some borderline intelligent/manipulative personalities, but most people in those verses would be cannon fodder for the MCs and would be dealt with no so effort.

btw both series has ah system to select and test participants imo .
