Tail rot?

I got this bearded dragon a few months ago from a family member that couldn’t care for it anymore. This spot on tail has Been here since I got her, and family member says she came like that as a baby. It has stayed looking the same this whole time. I’m now learning about tail rot though and wondering if this is what it is? Dragon acts fine and seems healthy, tail at that end does seem like it was broke off as it’s easy to move around and doesn’t feel secure to rest of the tail, the tip is black and that’s what concerns me the most. Again thought it has stayed this consistent look since family member got her as a baby, and in my 4 months of owning her I’ve never noticed a change…. What do I do?

Important question on lighting

just got this basking area a week ago or so when upgrading to a 75G tank. Distance from lights to surface is roughly 8-8.5inches, I was using a 50W heat bulb but it was only making the surface 80-85 degrees F. I’m not sure if that’s because of the mat material not conducting heat or because it’s on a mesh top or if 50W is just not enough for 8inches. But I do know it worked fine on my old setup that was roughly the same distance maybe an inch closer. I moved to a 100W heat lamp and now surface is at a good range of 90-98 degrees. My guestion is, is 100W too much for this distance?

Second question is I’m using a t5 10.0 15watt (12inch) reprtisun uvb bulb. Looking at their recommendations no animals should be any closer than 8 inches to the bulb and 8 inches to 14 inches is right around the range. You would want a turtle at and as I’ve stated I am exactly at the 8 inch mark no however I have heard that mesh lids block some UVB so I’m wondering if keeping the 10.0 is actually the best move right now or if I should switch down to a 5.0 which in terms of recommended distance would be a bit safer but with the mesh lid and knowing that mesh blocks out some UVB I don’t know if it’s best to keep the 10.0 right at its safest limit or to downgrade to the 5.0.
