Homeowner not disclosing all occupants for SSI

I apologize if this maybe isn't the best flair, I'm really not fully sure how to handle this situation.

I live in a household with my spouse, and their family member. The family member owns the home, and we rent the upstairs. They are on SSI, and we pay rent to the homeowner at about 50% of the mortgage, and pay most of the utilities and share some food bills here and there.

What I am concerned about, is the fact that the homeowner initially didn't even want us to report this address as our primary residential address, and when I pressed further after moving in, I made it clear I had to report my primary living residence as my primary address to the government, and we ended up agreeing and I did so.

I have just found out, after being here a year, that they refuse to report us as occupants on any type of paperwork for anything at all, and in terms of their SSI paperwork, they list only 1 occupant of the home. Their reason for doing this, as I discretely found out, is to ensure that their SSI benefits don't change, as they are worried they may have the benefits reduced.

From my understanding of SSI, this is a clear violation of the rules and laws set forth regarding the programs, and I also feel uneasy about it as I feel my spouse and I are participating in something explicitly against the rules.

I'm not entirely sure how to handle this, as I know it is wrong to report false information such as that, and while I am not trying to be some sort of prick and reduce their benefits, I feel getting this handled one way or another is the right thing to do.
