The cracks in the legs will probably compromise the chair even if I reglued it. Is there a way to fix these two cracks so I can put the joint back together?

We "inherited" this old chair which was in pretty rough shape and one day collapsed. At first I thought the mortise joints came out but upon further inspection the two front legs are cracked where the tenon fits in. With the crack I figured that even if I reglued the joint it would fail again eventually.

Is there a way to fix this that will last? I honestly don't want the chair but I could fix it up to sell it instead of throwing it away, it's basically an antique at this point.

Repainting a grey office with dark green satin latex from SW and my first coat keeps pulling away and exposing the base paint. Do I just ignore it and keep printing? I'm sure in a few layers it won't be an issue but overall my first layer doesn't seem to be going on well at all...
