It’s beautiful. I would love for this to work. But I bet every book will be stolen and the boxes will be vandalized.
On the grift scale, this is almost insignificant. When are the corrupt fire marshals and building inspectors going to get nailed? (If an investigator who wants to make a name for themselves is reading this, set up a honeypot building that’s obviously a fail. Call a fire marshal / inspector and see how many of them take bribes.)
