We have been living here in Meghalaaya for a very long time, almost three generations now and we have seen what racism is like. Meghalaya, also called the “Abobe of Clouds,” is an anomaly in India. From its name, it seems like a beautiful place, and its indigenous culture is often glorified. However, if one looks into its past and present situation, there are many issues to be seen. Meghalaya is considered the worst-performing state in India.
The low development of Meghalaya is due to its geography and its history. Its formation from Assam in 1972 was not done with the intention of developing its economy systematically but was rather politically motivated to ensure that the major tribes in the region—the Khasis, Jaintias, and Garos—had their interests met. Thus, while preserving their cultures was prioritized, building an integrated economy was not, hence leaving people living in isolation for a long period of time.
It seems like everything here has been politicized, thanks to a society that can very well be described as the most backward in the nation. For example, the state has a reputation for systematic racism, legalized through the oppressive Meghalaya Residents Safety and Security Act (MRSSA), passed way back in 2016. These laws are not security measures, but an outright attempt at discrimination, particularly against others from different parts of the same Indian Union, namely people from states like Bihar, West Bengal, and Punjab. It has created quite an unpleasant and bizarre atmosphere, one where a fellow Indian citizen has to seek a permit before entering the state, settling down, and working there. In reality, things are even more disturbing. There have been countless reports of assaults against non-tribal members, harassment, and intimidation. Even the state capital of Shillong has experienced violent riots and imposed curfews, based on their discriminatory anti-non-tribals sentiments. This is nothing short of racial discrimination, officially sanctioned and socially imposed, against other citizens of the nation.
It should be understood that Meghalaya’s problems are not mere accidents of history; on the contrary, the region is largely in its predicament because of its decisions.
