My broker says I’m pre-approved with Scotiabank, but when I asked for a letter for my builder, she claimed Scotia "doesn't do letters" and she only has an email.

My builder needs a letter. Is my broker lying or being lazy? Hard to believe a Big 5 bank doesn't issue official pre approval letter. Anyone dealt with this?
