customer hired me to stain her 2 tone deck. it was peeling terribly. I see this often so no biggie I charged her for sanding. Everything was going fine until I got to the white rails. It seems like it's latex paint. gumming up my sandpaper. Coming off in strips. Any advice on how to remove the peeling white on the top of the hand rail? if it's allowed do you have an idea on what to charge? I have tons of experience with stain but this is a different beast.

I quoted this customer for wash, sand, stain of their 2 tone deck. it was in horrible shape. Peeling everywhere. Floor sanded up alright but then I get to the white rails... it's not normal stain. I'm guessing it's latex. peeling up in long strips. gumming up my sandpaper. won't stop peeling. I'm hoping to get away with not stripping anything vertical but the tops of the band rails and horizontal boards are bad.

Question is how much extra would you charge to remove the tip of the hand rail / sand all of the extra peeling? I was going to try citrus stripper thats a gel and I can target the top. Not sure if there are better options as I've already washed and sanded the entire floor.

Any help would be appreciated for extra removal of peeling latex on the hand rails
