Is it me or does Warhammer Total war 3 have way more of an inconsistent difficulty experience than part 2 had? I feel like one campaign everyone declares war on me without reason and others even factions of opposite allignment seem completely chill. I am doing a Ice Court Immortal Empires campaign and after taking out the orcs to the South East and Skaven to the North none of the Chaos factions declared war on me. I could just pick off factions one by one. Drycha even allied with me for 1 settlement trade. Even when fighting up north the other chaos factions didn't even care about me picking off the Norsca factions one by one. I could auto resolve basically every battle while playing on legendary. It's a complete flip from the first campaign I did when the game was released where it was just endless Chaos stacks coming down. Factions also don't seem to form a size that becomes an endgame threat. In WH2 usually several of the factions got extremely powerful both on the Vortex map and in Mortal Empires and kept some tension during the entire game.

Does anyone else have a similar experience?
