Can a 17 year old open a file and do the tests but get the actual license at 18? And how much would it cost

Hello everyone. I’m 17f currently in my junior year of high school which means I’ll have to apply for uni upcoming fall. I’m doing my a levels right now. I want do study abroad, preferably in Europe or Newzealand. Can someone recommend me good engineering universities for bachelors in mechanical engineering but at an affordable tuition fee? Anywhere other than the USA and UK please. I wanted to go to Germany but I can’t learn German this quick. Please help me out! Thank you.
