It's entirely possible for a galactic MAD to break down, and in that case you then have "the kill or be killed", but this would only last as long as there's civilizations with RKVs, and for the civilizations throwing RKVs at each other, this is no longer a dark forest, it's a forest fire because it doesn't stay between two civilizations, it consumes every civilization that fires a RKV untill there's no civilization with an RKV. Furtherly, even a successful strike won't guarantee that the civilization won't strike back.
In short I'd argue that more than likely you would have a cold war where civilizations know each other exist, but don't strike out of fear, or someone already did strike, and the "dark forest" (or really a Burning forest) consumed the civilizations in it in mutually assured destruction, which could explain why we see no civilizations now, because they had the equivalent of a galactic nuclear war. It may not be silent because everyone's hiding out of fear, it may be silent because almost every civilization that may have existed is dead.

Privacy is not a crime, it never has been a crime, if a government treats it as a crime, the government is the problem, not privacy, not end to end encryption. We have platforms that have moderation teams but would rather not properly moderate because of money, or because they are part of an agenda.
