E-scooter and bikes

I apologize if this is a duplication but I'm really looking for some guidance and hoping to raise some awareness.

I stopped my car at an all way stop sign yesterday, no other pedestrians or vehicles on any of the other sides. Just when I started moving forward, a teen on an e-scooter zoomed past me from my right - he was going really fast. I had to brake hard to avoid him. To make matters worse, the kid was coming down the street on the opposing side of traffic, and there were cars parked on the street so I couldn't really see him until the very last minute. The perfect storm.

A few things:

. Can we please ensure our children are well trained on safety and road rules before giving them these devices? It really takes a split moment for a kid to land in the ER or worse - especially with the rise of distracted drivers (which is a whole other issue)

. What rules apply to e-scooters/bikes, that of pedestrians or that of vehicles?

. If there are no official rules on this matter (none that I could find on the Milton website) - can we petition for some regulations?
