Had a quick question.

My cousin is graduating as valedictorian of his class and wants to come to UTD. After applying and recieving his admissions acceptance, UTD gave him no academic excellence aid despite having an outstanding GPA and a 1550 on his SAT. Is this common? His family is asking me what should they do as most of the other schools gave him big scholarships if not full tuition, but he wants to come to UTD to save money on living.
