Help with Streaming on victus 15

Ive been doing some hobby xbox game streaming for a few months (I stream the division 2). I started with my office laptop, an HP with R5 and integrated graphics card. Bought a generic capture card that handled up to 1080p, the same one a friend is using to stream at 1080p. But due to my hardware limitations had to dial down to 720/30.

I recently "upgraded" my laptop to a victus with R7/Rtx4050, got it on sale for a good price. So decided to try to do a 1080p. I adjusted all the recommended settings for twitch streaming like using the NVENC H.264, cbr at 6000-8000, FR2, P5-6 (even tried 7), quarter vs full resolution. Look ahead in/off (tried both). Adjusted the canvas and base resolution (including output) for 1080; using game mode and hardware acceleration, ethernet cable, correct usb port, among many other tips ive gathered through forums, videos, posts, obs and nvidia page.

The stream looks nice, but once motion starts going it gets very blocky, pixelated, blurry, and resets while standing still. Ive even compared the settings my friend is using and we are the same, yet his streams looks pretty nice (pc with a gtx).

So wanted to ask for some additional advice on improving the stream.

I know the generic capture card can be a problem, due to the video input format (mjpeg or yuy2). Is there something else? Perhaps my HP victus is just not enough for a 1080p stream? Will a high end capture card make a difference (ej. Elgato)?
