Question about the coolant levels in the expansion tank on the 7th Gen 2ZZ.

I seem to be having Low coolant levels when the car is cold and sitting in the garage overnight, however after a short 5-10min drive when rechecking, it will be at the full mark again.

Should I be topping up? I understand that coolant expands when hot but what is the correct measurement, when cold or hot? I have also bled the system for any bubbles and was mostly fine.
